SESSION 01: UT Austin Utility Systems

An introduction to the path taken to continue the 70 year tradition of providing 100% of the electrical, steam, chilled water, demineralized water and compressed air needs for the 17,000,000 GSF main campus. An explanation of the projected future challenges for the Utilities and Energy Management department over the short and long term and how the challenges might be met.

SESSION 02: CASE STUDY: Use of CIO2 in a Cooling Tower

Chlorine dioxide has been used to treat problem cooling towers, because it works when chlorine doesn't. Few papers have been written describing its use in a clean, well-controlled cooling system. This paper describes the results of a several month long study where CIO2 replaced bleach in a clean cooling system. Corrosion rates, chemical usage rates, bacteriological results, and its impact on heat transfer are discussed.

SESSION 03: Steam Meters-Selection and Installation

The custody transfer steam meter is used to measure the consumption of steam supply in total pounds (lbs) and to communicate this consumption locally and to the campus-wide Energy Metering & Monitoring system. The steam meter includes the instantaneous mass flow rate and the totalized mass consumption, with pressure and temperature compensation, which requires a primary element, a flow computer, a secondary element, and an RTD temperature sensor/transmitter.

SESSION 04: Design-Build Project to Construct a 15,000 Ton VFD Driven Chilling Station
presented by Al Schuman, Assoc Director, UT Austin; Mark Merriman, JCI/York; and Tom Morgan, Stanley Consultants

Moving a chilling station is never easy, especially doing so in a congested central campus area. This presentation covers the evolution of project from the determination of the initial need to the anticipated on-line production of chilled water. The different process options including delivery approach, design requirements and constructability concerns will be discussed. Since the project is approximately 50% complete, an assessment of the present construction will be given.

SESSION 05: Selection of New Combustion Turbine-Plant Performance, Optimization, and LCCA

The University of Texas at Austin is purchasing and installing a new ~30MW natural gas-fueled combustion turbine-generator (CTG) and heat recovery steam generator (HRSG). This new system will be installed at its existing Power Plant facility replacing an older, less efficient 13.5MW generator. This case study will present the methodology by which the optimal size of the CTG and the optimal configuration for the HRSG were determined. Using the University's Real Time Optimization (RTO) system and Thermoflex models, 15 minute "bin" data of the power plant steam and electric output were compared against the combined cycle operation of several CTG-HRSG combinations. These models were used again during the Life Cycle Cost Analysis (LCCA) performed to evaluate bids.

SESSION 07: High Voltage Protection, Metering, and Integration Systems

The presentation will review the design of The Ohio State University electrical distribution system from the 138kv provider utility source to the 13.8kv campus distribution feeders. The discussion will cover the topography of the monitoring and data collection system including features such as automated text messaging for system disturbances. Utilization of the system to make operational and short term and long term planning decisions and experience gained using the system will be discussed.

SESSION 08: Utility Modeling

A computer pipe network modeling technology, KY Pipe, developed and maintained by the University of Kentucky, will be presented, Utilities uses KY Pipe to size pipes when new buildings are added, to evaluate the pipe network operation and to predict its performance during emergency/scheduled interruptions. KY pipe along with stress analysis modeling is an essential tool to ease the decision process of the upper management for the infrastructure expansion of the University.

The University of Texas campus has grown over the past decade. Space has increased and ever increasing technology needs have caused the energy demands to increase as well, yet over this same decade the fuel consumed yearly by the CHP system has remained constant. The efficiency gains also allowed the campus to save operating costs and provided emissions and environmental benefits greater than could have been accomplished through purchased power.

SESSION 12: Using Termis to Create a Real Time Operational Model of the Campus Chilled Water System

Efficiency, optimization and reliability are key components for the district cooling and heating energy systems serving 160 campus buildings at UTA. The systems are constantly changing and getting more and more complex not only for master planning and engineering design, but for the complete life cycle including operation. In addition, extended requirements for reporting to management and external authorities needs to be served. UTA has created a Real Time Operational TERMIS thermal and hydraulic model as the future backbone optimization and efficiency software tool for identification and quantification of strategies for increasing efficiencies and reducing operation costs as well as cutting emission. The goal is to use TERMIS to provide decision-ready information that allows all UTA utility staff to make the best possible decisions.
