VI
Parking
Permits
1. General: A
university parking permit
is required to park on The University of Texas at Austin campuses
from 7:30 a.m. – 5:45 p.m., Monday
through Friday, and many
additional spaces require a university parking permit at all times.
2.
Issuance of Permits: A parking permit will
be issued upon application
and payment of the parking
fee to PTS. Permits
will not be issued without
presenting a valid photo
ID. Permit holders
will be issued one permit.
This permit is transferable
to any passenger vehicle
being operated by or
for the transportation
of the permit holder. Individuals
shall not lend, sell,
or otherwise allow other
persons to use their
permit. Ownership
of all permits remains
with the university and
is not transferable.
A. The director of Parking
and Transportation Services
may issue special permits
under the conditions and
at the fees indicated in
this regulation.
B. Vehicles must be registered
with the parking offices
before any type of permit
will be issued. Registration
includes the vehicle(s)
make, color, style, license
plate number, and state
of registration. It is
the responsibility of the
permit holder to inform
the parking offices of
any changes in their vehicles
(e.g., purchase of a new
car), home or work addresses,
contact information, etc.
C. Purchase of a permit
may not guarantee a parking
place on campus. Purchase
of a parking permit signifies
that an individual has
been granted the privilege
of parking a vehicle on
university property.
D. Permits are issued
to eligible faculty, staff,
or students for the garage/lot
they request. If there
are no spaces available,
applicants can be placed
on a wait list for a particular
garage/lot. An individual
may be on the wait list
for a maximum of three
garages/lots. Waiting list
sequence may be based on
eligibility for the permit
type and the date of application
to the parking offices.
E. Individuals may only
purchase ONE university
parking permit, with the
exception of class "B", "D", "M", "N", "T", and "TD" permits,
which may be issued in
conjunction with another
permit.
F. Permit holders are
responsible for all fees
and fines associated with
their permits and/or registered
vehicles.
G. Acceptance of a university
parking permit is acknowledgment
that the university may
make payroll deductions
for outstanding parking
permit fees.
H. A permit will not
be issued if the individual
is barred or is otherwise
ineligible for a permit.
I. Issuance of a
parking permit signifies that
the permit holder
agrees to abide
by these Parking
and Traffic Regulations.
3.
Display of Permits: Permits shall be affixed
on the vehicle according
to the instructions furnished
on the permit. Failure
to follow instructions
concerning affixing the
permit or failure to
display the permit properly
by taping it or affixing
it with unauthorized
materials may result
in a university citation.
Each academic year, a
permit holder who fails
to display their permit
will be allowed three
warnings for parking
in an authorized area
without displaying the
permit. Thereafter, a
citation will be issued
per violation.
4.
Surrender or Removal
of Permits: It is
the responsibility of
the permit holder to
return their permit to
the parking offices when
they terminate their
relationship with the
university. Permits not
returned to a PTS Office
for cancellation remain
active and the permit
holder is responsible
for paying outstanding
debt as monthly charges
accrue. In addition,
permits may be required
to be surrendered or
removed:
A. When there is a change
in ownership of the vehicle
B. When a replacement
permit has been issued
C. Upon expiration or
revocation of the permit
5.
Expiration of Permits: All permits expire on
August 31 each year unless
otherwise noted on the
permit. Class "R" and "S" garage
permits expire on the
following schedule:
A. Fall permits - December
31st of each year
B. Spring "S" and
Spring/Annual "R" permits
-
May 18, 2008
C. Summer "R" and
Summer/Annual "S" permits
- August 19, 2008
D. Retired employees
and "faculty
emeriti" may
be allowed to retain
their permit by following
specified procedures.
6.
Payment of Permit Fees: When an application is
made for a permit, the
fee charged will be for
the complete permit period
or for the entire unexpired
portion of the permit
period (see APPENDIX
A: PARKING FEES TABLE
for specific permit fees).
Permits may be purchased
in the following methods:
A. Payroll deduction
(class "A", "AN", "D", "F", "M",
and "O" permits
for eligible employees
only)
B. MasterCard (including
Diner’s Club),
Visa, or Discover
C. Checks or money orders
(made payable to The University
of Texas at Austin)
D. United States currency
(in person at the parking
offices)
E. Fee bill (class "C" and "M" permits
for eligible students
only)
F. University Interdepartmental
Transmittal/IDT (departmental
use only)
G. Purchase Requisition
(department use only)
7.
Permit Replacement Charges: A lost/stolen permit
must be reported to the
parking office immediately. Permits
reported lost or stolen
may not be replaced without
the approval of PTS. The
permit holder must complete
a Lost/Stolen Report
at one of the parking
offices.
A. Lost/stolen permits
may be replaced for
a fee of $5. Garage
access cards are
replaced for a fee
of $10.
B. Replacement permits
will be issued at no charge
if the permit, or its remnants
showing the permit number,
are returned to the parking
offices.
8.
Permit Refunds: When
a valid permit is returned
or reported lost/stolen,
the permit refund will
be based on the number
of full months of parking
privileges remaining.
All requests must be
filed within the same
fiscal year in which
payment was made.
A. All refund requests
must be accompanied by
the permit, permit remnants
showing the permit number,
or a lost/stolen permit
report.
B. Refund requests will
not be honored if the person's
parking and driving privileges
have been suspended, or
if outstanding charges
or other debts remain unpaid.
C. All permit related
refunds are subject to
an administrative charge
of $5 for expenditure
need.
D. Full semester refunds
will be made to student
garage permit holders provided
that a written request
is received by the first class day of the semester
during which payment of
the permit fee was made.
Full semester refunds will
be made to student surface
permit holders provided
that a written request
is received by the 12th
class day of the semester
during which payment of
the permit fee was made.
E. Upon the approval of
the Director, faculty or
staff may relinquish their
parking permit for the
months they do not work
due to an approved leave
or sabbatical. To avoid
being charged for a specific
month, employees should
bring their parking permit
to a PTS Office by the
third working day of the
month. At that time, they
may complete a parking
application indicating
the month of return and
a space in the assigned
parking garage/lot will
be held for a maximum of
30 days from the indicated
date of return. These individuals
may pick up their new parking
permit at the parking offices
upon their return.
F. Refunds will not be
made on permits that are
not returned in accordance
with these regulations.
9.
Permit Renewals: Permit renewals are the
responsibility of each
permit holder. Failure
to renew the permit for
any reason is the sole
responsibility of the
permit holder and may
result in the loss of
the permit. All deadlines
are final. Renewal notifications
are a courtesy only and
failure to receive a
notification does not
alleviate the permit
holder of responsibility
to renew the permit by
the deadline.
10.
Permit Misuse: The
penalty for unauthorized
sale, distribution, counterfeit,
or alteration of a university
parking permit and/or
the possession of an
illegally purchased,
distributed, counterfeited,
or altered permit shall
be the amount equal to
the original value of
the permit, plus all
citations issued, including
a citation for lost/stolen/forged
permit. PTS also reserves
the right to suspend
campus parking privileges
with no refunds as well
as ban the vehicle displaying
the illegal permit, or
any vehicle registered
or operated by the party(ies)
found in possession of
the unauthorized permit.
Students may be referred
to the Dean of Students
and faculty/staff may
have the matter forwarded
to their dean or director
for further action.
Misuse of any permit shall
result in confiscation
of the permit, and a restriction
on issuing permits for
at least one year. No refunds
shall be issued on fraudulent
permits requiring a paid
fee. Persons found displaying
said permits in violation
of this section will be
subject to the appropriate
fine, booting, and/or towing
of their vehicle(s).
11.
Classes of Permits: The following is a detailed
listing of the various
types of permits (see
APPENDIX A: PARKING FEES
TABLE for specific permit
fees).
A.
Class "A" (Surface
Faculty/Staff): Class "A" parking
permits may be issued
to the following
faculty or staff:
1. Eligibility:
a. Any employee
of the University
of Texas
at Austin,
with a minimum
20-hour appointment,
who is not
registered
for more than
3 hours
per semester
or
b. Post-doctoral fellowship
recipients, visiting scholars,
and consultants (verified
by a letter signed from
the head of their department)
or
c. Graduate students registered
at The University of Texas
at Austin for courses of
instruction and who are
employed by The University
of Texas at Austin for
at least 20 hours per week
(verified by a mainframe
appointment/reappointment,
or a signed letter from
the head of their department)
or
d. Teaching assistants
with less than a half-time
appointment whose jobs
involve a supervisory role
in the public schools (verified
by a signed letter from
the head of their department)
or
e. Pre-doctoral fellowship
recipients whose monthly
stipend meets the full-time
rate specified in the instructions
(verified by a signed letter
from the head of their
department) or
f. Research fellows (must
be verified by a signed
letter from the head of
their department) or
g. International visiting
researchers (must be verified
by a signed letter from
the head of their department).
2. "A" permit
holders may park in designated
class "A" parking
areas, "Longhorn" lots,
and after 2:00 p.m. daily
in class "C" lots.
The "A" permit
is a general
permit issued
with no guarantee
of a particular
space or a
particular
lot.
3. Certain
spaces have
been reserved
after hours
for vehicles
bearing a current
class "A" permit.
These spaces
are identified
in the applicable
lot and each
area is specifically
posted for
times and days.
4. Overflow
in class "A" parking
lots will not be validated
in the garages. "A" permit
holders must find another
available "A" space, "Longhorn" space, or
pay to park
in the garage.
5. To facilitate
use of Gregory
Gymnasium and
Bellmont Hall,
there are spaces
available to "A" and "F" permit
holders beginning at 4:00
p.m. daily, Monday to Friday.
These spaces are located
in Lot "F11" for
Gregory Gymnasium
and on San
Jacinto Street
south of Bellmont
Hall.
NOTE:
Any class "A" or "F" permit
holder may park for 30
minutes in another university
surface space for loading/unloading
with emergency lights flashing.
However, this does not
apply to "O", "F99",
Carpool, Vanpool, "At
All Times", "D",
and metered spaces. If
an employee transfers from
one department to another
department, the "A" or "F" permit
stays with the employee
as "A" and "F" permits
are assigned
to the individual
and not the
department
where the individual
works.
B.
Class "AN" (Shift
Worker): The class "AN" permit
is for university shift
employees only. It is valid
from 2:30 p.m. until 7:30
a.m. in surface "A" lot
spaces that are not restricted
by posted signs or markings.
Garage access is available
for an additional fee and
provides garage access
from 2:30 p.m. to 4:00
a.m. daily. Class "AN" permits
are available only by written
request from a department
director, chair, or supervisor
of university employees.
Each "AN" permit
holder is responsible
for the cost of the
permit.
C.
Class "B" (Bicycle): Employees, students,
and visitors of the
university are required
to display a PTS
bicycle permit on
their bicycle. This permit
is issued free of
charge, regardless
of affiliation. Registration
may be completed
online at www.utexas.edu/parking
or in person at the
PTS main office.
Unregistered bicycles
are subject
to citation and/or
impoundment. Bicycle
lock removal service
is available to owners
of PTS registered
bicycles. A fee will
be charged for the
removal of each lock,
and bicycle owners
are required to complete
an impound release
form to obtain their
bicycle.
D.
Class "C" (Surface
Commuting Student): Class "C" permits
are issued to students
who are registered
for or auditing classes
at the university.
Class "C" permit
holders may park
in class "C" permit
parking areas or "Longhorn" lots.
There is no surface
student parking on
the west
side of
IH 35 between 4
a.m. and 6 a.m.,
Monday through Friday. Any
vehicle left in
these C lots after
4 a.m. Monday
through Friday,
is subject to citation.
Overnight parking
is available on
the east
side of
IH 35 in the "Longhorn" lots
unless otherwise
signed.
NOTE: Class "C" permit
holders may not pass
the campus traffic control
kiosks unless otherwise
authorized Monday through Friday
from 7:30 a.m. to 4:00
p.m. except at the J.J.
Pickle Research Campus,
the MCC Building, and
when traffic control
stations are closed (subject
to security requirements
of the PRC).
E.
Class "C+" (Surface
Commuting Student Permit
with Evening Garage Access): Class "C+" permits
are available to any student
enrolled in the university. Class "C+" permit
holders may access the
same parking areas as class "C" and "N" permit
holders.
F.
Class "D" or "TD" (Disabilities): These designated surface
spaces are reserved at
all times for individuals
with an appropriate state
hanging permit or license
plate. ADDITIONALLY, a
university class "D" (Faculty/Staff/Student
with Disabilities) or "TD" (Temporary
Disability) permit
is required for use
of all "D" surface spaces
from 7:30 a.m. to
4:00 p.m., unless
otherwise indicated
by signage.
1. Class "D" permits
are issued
to faculty,
staff, or students
who have a
verifiable
disability;
applicants
must provide
a TX DOT VTR-214
form with a
doctor's signature,
and a copy
of their state
disability
placard or
state disability
license plate
verification.
2. Class "TD" permits
are issued to faculty,
students, and staff upon
receipt of a signed letter
or fax on the doctors letterhead
stating the nature and
duration of the temporary
disability. UT "TD" permits
will only be issued to
those persons with temporary
disabilities relating to
mobility, but do not require
a corresponding state disability
permit. These permits will
allow the holder to park
ONLY in designated class "D" permit
spaces on campus.
3. Persons
with Disabilities
License Plates,
Placards, Permits:
Persons with
disability
license plates,
placards, or
permits, issued
by the State
of Texas or
by other states
shall be honored
in signed parking
areas of the
garages at
daily parking
rates. In all
other controlled
lots or areas
in the garages,
the plates/placards/permits
will be honored
only when a
valid university
permit for
that lot or
garage is also
displayed.
Persons with
disabilities
on motorcycles
or mopeds may
enter campus
and park in "D" spaces.
Placard or
plate must
be displayed
with the UT "D" or "TD" permit.
4. Vehicles
displaying
a university
class "D" or "TD" permit,
in addition
to the appropriate
license plate
or placard
shall park
only in spaces
specifically
designated
for the disabled
Monday through
Friday, from
7:30 a.m. to
4:00 p.m.
5. University "D" parking
spaces may
be used by
vehicles displaying
a university
class "D" or "TD" permit,
appropriate
license plates
or identification
placard. The
university
class "D",
or "TD" permit
is required
to park in "D" spaces
from 7:30 a.m.
to 4:00 p.m.
After 4:00
p.m., only the
appropriate
license plate
or identification
placard is
required. If
no spaces are
available during
the restricted
times, or if
there is an
urgent need,
the "D" permit
holder may
park in any available "A" space or obtain a temporary
permit from
a traffic control
kiosk guard
to authorize
parking in
other designated
areas for a
limited period
of time.
6. Class "D" or "TD" permits
are assigned
for persons
with disabilities
spaces campus-wide.
Under special
circumstances
the director
of PTS may
create additional
spaces based
on a physician's
certification
of need for
persons with
disabilities
who have permits.
7. Parking
and Transportation
Services shall
determine the
parking lot
or garage based
on need and
availability.
By displaying
a class "D" or "TD" permit
and a state-issued
permit or placard,
an individual
may park in
any specifically
designated
parking space
for the disabled
within their
garage or any
unreserved
space in the
designated
lot or garage.
8. Other
members of
the faculty,
staff, or student
body whose
disabilities
dictate a need
to park near
their work,
classroom,
or residence
hall may be
assigned a
medical priority
for a specific
class "F" or "A" permit
parking lot
assignment
if they have
a certification
from a licensed
physician.
Permanent conditions
require a new
certification
every five
years.
9. Persons
with any other
annual parking
permit who
meet the class "D" permit
requirements
may obtain
a class "D" permit
at no charge.
10. Visitors
with Disabilities:
Visitors displaying
the appropriately
approved state
plate or placard
may park in
any "D" space
by obtaining
a "TD" permit
(Temporary
UT "D" permit)
at a traffic
control kiosk
or at the PTS
main office.
Parking in
university
parking garages
is available
at daily rates
with no UT "D" permit.
Additionally,
these visitors
may park in
surface "D" spaces
after 4:00
p.m. with no
university "D" permit.
They must display
their appropriately
approved state
plate or placard.
There is no
fee for this
parking. University
parking spaces
for persons
with disabilities
are reserved
for the university
class "D" permit
holders only
from 7:30 a.m.
to 4:00 p.m.,
Monday through
Friday unless
otherwise signed.
Conference
coordinator(s)
must arrange
with the department
of PTS to provide
for special
needs for "D" parking
if required
between 7:30
a.m. to 4:00
p.m., Monday
through Friday.
A traffic control
kiosk guard
may issue a "TD" permit
for one day
to visitors
bearing disabled
placards or
license plates
for official
visitors between
the hours of
7:30 a.m. and
4:00 p.m.
G.
Class "E" (Exercise): Class "E" permits
may be issued to non-university affiliates
who are participants
in the adult fitness,
Recreational Sports
and the Texas Swim
Center programs.
Adult fitness participants
shall be certified
by the department
of Kinesiology and
Health Education.
Eligible members
of Recreational Sports
must present a current
RecSports membership
card with eligible
affiliation. This
permit may be purchased
for an annual fee.
Class "E" permit
holders may park
in lots signed for
class "E" permits
(i.e. - Lot "F11" and
on San Jacinto Street
south of Bellmont Hall
from 4:00 p.m. to
8:30 a.m.), Brazos, Manor,
and Trinity Garages
Monday through Thursday between 5 p.m. and 4 a.m. and Friday at 5 p.m. through Monday at 4 a.m. on a space-available
basis. The
class "E" permit
is not valid in any "F99", "O", "D", "At
All Times",
or metered spaces; as well as "F" or "A" spaces unless signed for "E" use.
H.
Class "F" (Faculty/Staff): Class "F" permits
may be issued to main campus
employees of the university
who are eligible for a
class "A" permit.
1. F01-F07 Permits (Faculty/Staff Garage):
a. Garage "F" permits
are available to any employee
of the university who is
eligible for a class "A" permit.
b. Garage assignment will
be made through renewals,
on a space-available
basis, or from the wait
list based on the date
and time of request.
c. Garage "F" permit
holders may park in the
lot designated on their
permit or any "Longhorn" lots.
The first two digits of
the class "F" permit
number
denote
the academic
year
and the
next
three
digits
denote
class
of permit
and garage
number
(e.g.
08F01).
d. Only
one hangtag
class "F" permit
will
be issued
per applicant.
e. To
facilitate
use of
Gregory
Gymnasium
and Bellmont
Hall,
there
are spaces
available
to "A" and "F" permit
holders beginning at 4
p.m. daily, Monday through Friday.
These spaces are located
in Lot "F11" for
Gregory
Gymnasium
and on
San Jacinto
Street
south
of Bellmont
Hall.
NOTE:
Any class "A" or "F" permit
holder may park for 30

system
using
title
and salary.
b. Lot assignment will
be made through renewals,
on a space-available
basis, or from the wait
list based on the individual's
title or salary.
c. Class "F" permit
holders may park in the
lot designated on their
permit or any "Longhorn" lots.
The first two digits of
the class "F" permit
number denote the academic
year and the three digits
following the letter F
denote the lot number (e.g.
08F28 is a 2008 "F" permit
valid in lot F28). Additional
spaces are reserved after
regular hours (7:30 a.m. – 5:45
p.m.) for vehicles bearing
a current class "F" permit.
d. When
an assigned
lot is
full,
class "F" permit
holders
may go
to the
nearest
parking
garage
and pull
a ticket
to park.
To be
validated,
the permit
holder
must
immediately
inform
the garage
office
attendant
or the
PTS office
at (512) 471-7275
to report
the overflow
condition.
PTS or
the parking
garage
office
will
validate the parking and dispatch a parking enforcement assistant to verify the occupants of the lot and issue citations for those in the lot that are not permitted to park there.
e. To
facilitate
use of
Gregory
Gymnasium
and Bellmont
Hall,
there
are spaces
available
to "A" and "F" permit
holders beginning at 4
p.m. daily, Monday through Friday.
These spaces are located
in Lot "F11" for
Gregory
Gymnasium
and on
San Jacinto
Street
south
of Bellmont
Hall.
I.
Class "F75-F97" (Special): Special permits will be
issued to departments and
schools that have unique
and special requirements
to fulfill their mission
or purpose. The director
of PTS will review all
requests and make permit
and space allocation based
on the best interest of
the University of Texas
at Austin. Organizations
will be required to purchase
the "F" special
permit at the approved
rate for a class "F" permit.
If the "F" special
permit is displayed on
a vehicle belonging to
an employee of any of these
organizations, then a current
university parking permit
shall also be displayed
along with the class "F" special
permit. The cost
of these permits
is the responsibility
of the department
or agency.
J.
Class "FDP" (Departmental): The "FDP" permit
is for departmental use
to conduct official university
business on The University
of Texas at Austin campus.
The intent is to give mobility
and flexibility to the
user. Prolonged or continuous
parking in a specific lot
is not authorized. The
departmental permit is
valid in any "A", "C", "F" lot
or "Longhorn" lots.
It is also valid in UT
vehicle and official visitor
spaces. However, it is
not valid in "O", "F99", "D", "Special
Class F", "At
All Times", or metered
spaces. Additionally, users
should refrain from using
Lot "F14" from
7:30 a.m. to 5:45 p.m.
This permit is valid in
an LZ space for 30 minutes with
the vehicle's emergency
lights flashing. The cost
is the same as a class "F" permit. This
permit may not be used
as a personal faculty/staff
permit.
K.
Class "M" (Motorcycle/Moped/Motor
Scooter): Class "M" permits
may be issued to
faculty, staff, and
students with motorcycles,
motor scooters, and
mopeds. Motorcycles,
mopeds, and motor
scooters may only
park in designated
class "M" motorcycle
parking areas. Operators
of these vehicle
types may not park
at any time in any
automobile parking
space (including
parking garage spaces).
Class "M" permit
areas are restricted
to motorcycle/moped/motor
scooter parking only
at all times, and
a university permit
is required as signed.
Unless otherwise
restricted, motorcycles,
mopeds, or motor
scooters may not
be driven past the
main campus traffic
control kiosk between
7:30 a.m. and 4:00
p.m. At
PRC and MCC they
may drive past the
traffic kiosks unless
otherwise restricted.
There is no charge
for the class "M" permit
with the purchase
of certain other
university permits.
The "No Charge" provision
does not include
class "R" (Garage
Resident Student)
permits. Full
payment for the automobile
permit is required
and no more than
one of these permitted
vehicles is allowed
on campus at a time.
NOTE: Persons
with disabilities
on motorcycles
or mopeds may enter
campus and park in "D" spaces.
Placard or plate
must be displayed
with the UT "D" permit.
L.
Class "N" (Evening Garage Permit): Class "N" permits
are available to anyone
affiliated with the university.
This permit is available
as a single parking option,
or as a supplement to another
university permit. Access
