Purchasing, Auditing, Accounting & Property Taxation
The Office of Conferences and Training offers multi-level
continuing education programs in Fiscal and Materials Management for Texas
state and local government. These programs include but are not limited to:
Courses in Public Purchasing
Basic Public Purchasing
is an introductory seminar that introduces general principals
of public purchasing to newly appointed public purchasers or those with
limited purchasing experience. Break-out sessions will deal specifically
with purchasing at the city, county, and school district levels.
Advanced Purchasing
courses focus on specific purchasing issues of current interest. Topics which
have been included are contract managaement, bid exemptions, negotiations, and e-purchasing.
Specification Writing
is an interactive seminar designed for the more experienced purchaser
or buyer. Seminar topics include definition, sources, and essential elements
of a specification, as well as defining the purchasing agent's role in
writing a specification and what the intention of the specification should
be. Sample specifications will be analyzed and reviewed in class. Participants
are encouraged to submit samples.
Public Purchasing Law
focuses on the Uniform Commercial Code and the bidding statutes in Texas.
This course is designed for experienced purchasing professionals from
state and local government in Texas.
Courses in Auditing
Introduction
to Auditing for Counties is offered once a year and includes
a detailed review of the auditing process as it applies to county government.
The County Auditors' Institute
is hosted annually in May in collaboration with the Texas Association
of County Auditors. The general and concurrent sessions address the whole
range of training requirements for the professional county auditor. The
Institute is offered for 3 days, including a half day special session
whose subject matter changes to reflect current issues.
Governmental Accounting
Governmental Accounting
is offered once or twice a year. This seminar
offers training for public accounting and finance officials from Texas
local government who contribute to or prepare financial reports. Participants
should have at least two years experience in public finance and should
be familiar with general accounting principles.
Tax
The Property Tax Institute
is offered once a year in the Fall for Texas property tax professionals. This
seminar is offered in conjunction with the State Comptroller's Property
Tax Division's Annual Conference and in cooperation with the Texas Association
of Assessing Officers.
